Position Summary

Reports To: Director of Clinical Operations
Waller County EMS is seeking a motivated and clinically strong professional to serve as a Clinical Development Officer. This role focuses on advancing clinical performance, provider development, mentorship, and quality improvement across our 911 EMS system. The position is designed to support field providers through education and coaching without supervisory authority, allowing full dedication to clinical growth and excellence.
Position Overview
The Clinical Development Officer plays a key role in strengthening provider knowledge, skills, and performance through structured education, field mentorship, competency evaluation, and clinical quality improvement initiatives.
Key Responsibilities
Education & Training
· Assist with development and delivery of clinical education programs, skills labs, and simulation training
· Support onboarding and clinical orientation of new hires
· Participate in training for high-acuity, low-frequency skills
· Maintain current knowledge of protocols and best practices
· Collaborate with Field Training Officers for consistent clinical messaging
Field Development & Mentorship
· Conduct ride-outs for performance observation and coaching
· Serve as a clinical mentor for developing providers
· Identify learning needs and implement targeted remediation or enrichment
Clinical Quality Support
· Review ePCR documentation for educational opportunities
· Participate in QA/QI initiatives and case review
· Assist with quality improvement planning and corrective education
Professional Growth & Advancement
· Promote ongoing clinical excellence and professional development
· Support CE tracking and certification compliance
· Assist with succession planning and internal development
Minimum Qualifications
· Texas Paramedic certification in good standing
· Minimum 3 years of 911 EMS experience
· Strong clinical education and protocol foundation
· Current BLS, ACLS, PALS, Handtevy required (instructor credentials preferred)
· Familiarity with ePCR and CE tracking systems
· Strong mentorship and interpersonal skills
Preferred Qualifications
· AHA or NAEMT instructor certification
· QA/QI or clinical audit experience
· EMS instructor certification
· Knowledge of regulatory and accreditation processes
Working Conditions
· Combination of classroom and field responsibilities
· Frequent ride-outs with EMS crews
· Variable schedule including evenings and weekends
· Exposure to emergency and patient care environments
